    Here's a very detailed listing of all of the skill changes in v1.10. All of
    this information is direct from the MPQ.
    
    How to read damage progression: For some skills, I list the damage
    progression. In classic Diablo2, damage progression was very simple. A skill
    like Cold Bolt gained 1 extra points of damage for every skill point put
    into it. When the expansion came out, damage progression moved to a tiered
    system. Ice bolt then gained one point of damage for the first eight skill
    points (levels 1-8), two points of damage for the next eight (levels 9-16),
    and three points of damage for every skill point after that (levels 17+).
    With v1.10, two more tiers have been added. The third tier now ends at level
    24, the fourth stretches from 25-32, and the fifth goes from 33+. (Skill
    levels higher than 20, of course, are only possible with items that grant
    skill bonuses). In addition, in v1.10, minimum and maximum damage each
    follow their own tier system. For example, starting at skill level 17, every
    point in fire arrow increases your minimum damage by 6, but your maximum
    damage by 7.
    
    Example: Ice Arrow
    Damage progression went from (6/12/18) -> (6-6/12-13/18-19/26-27/36-37)
    
    In v1.09, Ice Arrow added 6 damage to both the minimum and maximum for
    levels 1-8, 12 to both min and max for levels 9-16, and 18 to the min and
    max for levels 17+. In v1.10, Ice Arrow now adds 6 to the minimum and 6 to
    the maximum for levels 1-8, 12 to the minimum and 13 to the maximum for
    levels 9-16, 18 to the minimum and 19 to the maximum for levels 17-24, 26 to
    the minimum and 27 to the maximum for levels 25-32, and 36 to the minimum
    and 37 to the maximum for levels 33+.
    
    As you can see, v1.10 Ice Arrow deals about the same damage as v1.09 Ice
    Arrow at skill levels 1-24, but deals significantly more damage at higher
    skill levels.
    
    Note that most synergies do not benefit from items that add skill points,
    but a few do. These include Golem Mastery, Skeleton Mastery, Fire Mastery,
    Cold Mastery, Lightning Mastery, Summon Grizzly, Summon Spirit Wolf, and
    Summon Dire Wolf. Basically, any skills that granted bonuses to other skills
    in v1.09 still benefit from items that add skill points.
    
    Note that this is all direct from skills.txt in the MPQ. Some skill
    information might be missing, as some information is found in other files I
    haven't checked yet, or the source code, which I can't check. Also note that
    not all of the data listed here is changes, with v1.10, some attributes are
    now listed in the MPQ that were previously listed in the source code.

    Интересно, только суммари по дпс безидейный немного. Голые дпс мало о чем говорят. В 1.09 госу нова сорки рулили в коровниках наравне с джавами, а FW сорки там безбожно сосали.
